Mike Bigger
Chairman
Mike Bigger is the Chairman of the Stark County Republicans . He had served as a committeeman for 8 years prior to becoming chairman in 2006. In addition to being Stark County Republican Chairman, he is also Stark County Board Chairman. Mike has operated an insurance agency in Stark County for 27 years. Mike and his wife Debbie have two children, Dustin age 27 and Katelyn age 20.


James Nowlan
Vice Chairman

Professor, politician, newspaper publisher, and senior aide to three Illinois governors, Jim Nowlan is the author of scholarly works as well as novels about American politics, public management, and social change.

 

Nowlan considers himself a jack-of-all-trades in government and politics.  He is a former Illinois state agency director (on three occasions), member of the Illinois House of Representatives, and counselor to Illinois Republican governors Richard Ogilvie, Jim Thompson, and Jim Edgar.

 

Nowlan publishes The Stark County News from Toulon, Illinois, a county-seat weekly in central Illinois, and operates a music venue and historic community center in his home village of Toulon. 

 

Active in public service, Jim is Chair of the Con-Con Committee of the Union League Club of Chicago and member of the boards of the Central Illinois Council of the American Red Cross and the Mikva Challenge Fund, which provides political training for inner-city high school students, primarily in Chicago.

 

Nowlan, 65, received his bachelor's, master's, and Ph.D. degrees in political science, with minors in economics, from the University of Illinois at Urbana-Champaign.  He plays a spirited yet seriously flawed game of tennis. 

Coleen Magnussen

Secretary/Treasurer

Coleen is the Secretary/Treasurer of the Stark County Republicans.  She had served as a committeperson for 2 years prior to becoming Secretary/Treasurer in 2006.  She is also the Vice President of the Wyoming Ambulance Service.  Coleen is a Home Health Care Registered Nurse and also works part-time as an accountant for Gorenz & Assoc.  Her education background consists of an Associates Degree in Nursing from Black Hawk West and a Bachelor of Science Degree in Finance from Illinois State University.  Coleen and her husband Tom have three children, Marissa age 12, Maranda age 10, and Marc age 3.
